The $37 is the initial payment for the ProThemes Add On Membership and it contains the 100+ scenes/slides. I checked your user account you currently have access on this one on your Members Area. Just click on this link, http://access.videomakerfx.com/prothemes-membership/, scroll down and look for you package for May 2014. You will find two download links (Windows & Mac). Download and install the .EXE file. To check if the slides were added you can check it on your VideoMakerFX software. Once installed, it should be there together with the other existing default themes/slides.
The ProThemes Add On Membership has the initial payment of $37 (100+ scenes) and a $17 recurring each month (50+ scenes).

I began my membership May 29th and purchased the ProThemes membership. On June the 10th I was charged the $17 for the ProThemes membership (as expected) and an additional $37. What would this additional $37 be for? I looked for a customer support phone number to call but did not find one and figured this would be an appropriate place to inquire.

The Software, VideoMakerFX, is a one time payment.
The ProThemes you're referring to, comes in 2 packages. The ProThemes pack which is a one time payment as well, gives you 100+ free slides for a one time payment of $37.
The ProThemes Membership is a monthly subscription, you pay $37 initial and then you pay $27 monthly for the monthly theme package. For old customers, those that purchased before June 26, they only pay $17 per month.

Thank you for your message and we do apologize for the inconvenience.
For some reason, our system sends out email notices to our subscribers (receipt for the monthly payment) that they have been billed $27, yet subscribers was only billed $17. This $17 will then be reflected on your Paypal account.
We apologize for the confusion on our part as this has been a mistake and you guys were only charged $17. We're currently investigating the issue and we only request that you please bear with us for the meantime.

Look, you have a right to want to make money, we all know that. We want to make money too.
However: you DO NOT have the right to just unilaterally change the terms of contracts that people already have entered into with you.
OK, I will spell it out: what that means is that people who signed up under $17 per month, as per your contract terms, expect that you will honor the terms of the deal that you offered and we accepted back in May during the launch.
If you want to charge $27 to new buyers, that's your option. But you don't have the right to just unilaterally change the terms of the contract for how much you charge to existing customers. Especially without notifying us in advance!
Who thought this one up? I congratulate him/her on coming up with a great way to piss off customers and get them to immediately cancel the monthly service.
Did it occur to you to consider how much harm you will do to your own business by losing the "guaranteed" income from customers who leave due to this stupid stunt? Apparently not...
